Real-time donation responsive plugin + Backend user-interface

Budget: ~50-75$, flexible.

Looking for a java plugin dev & backend developer with experience developing spigot plugins (for MC 1.8) & experience dealing with Javascript to work on this.

Context & Concept:
Currently setting up a website where you can donate specific amounts to specific players on a given server to give them real time benefits (5$ for stone tools, 15$ for an iron block...) or inconvenients (5$ to give Slowness II for 15 secs, 15$ to spawn a creeper ontop), kinda like Winner Takes All.
Basically, i'll need a backend dev that'll help incorporate, with the help of the Paypal API, small user interfaces to send "hey i donated X$ to this streamer" requests. I'll also need a plugin that listens to these requests, handled by that website, & responds to em by actually granting said perks to these players in real-time, accompanied by a broadcasted or private message to said player, informing them (or not) of what they've been granted.

You'll need experience in Java, Javascript/NodeJS, MySQL.

It won't be in real time, you have to wait for the payment options to transfer money + confirm payment which could take seconds - minutes, sometimes even longer for a payment to go through. Not only that but you also have to wait the time it takes to actually receive notification of payment and then deliver whatever information you send to the plugin.

I'm well aware of that. What i meant by realtime is closer to an ''ASAP'', as in as soon as the confirmation & requests are are relayed to the server.

Fair enough would attempt to go for this but budget is way too low
