Reaper souls (Fairy souls) plugin

Hello there.
I am looking for a developer that will be able to create a plugin that is similar to Fairy souls from Hypixel Skyblock and it will include:

- clickable Skulls (placed around the map and players can right click)
- an NPC called Reaper. That has an animation (Can be armor stands or an actual NPC) that will fly around the map and drop the skulls in random location (locations are configurable).
Then the NPC will go back to the original location.
- Clicking the NPC will open a GUI where you can click to exchange 5 skulls collected for permanent stats (Health, Defense, Strength and Speed)
- A complete API that i can use in the future to integrate the plugin in my other plugins.

Budget: Give your quote. i'm gonna assume this will be around 30-50~, But it's up to the developer
