Redeem Plugin.

Hello. I am in the process of developing a server with a few close friends. I am looking for a plugin will enable a player to /redeem (e-mail address) when they are holding a certain item in their hand. Once they execute this command, it will remove the item from their inventory, and will notify staff members of their action, along with their e-mail address and the name of the item which they redeemed. If the staff members miss this message, they will be able to use a command (for example /check) and see all the users who executed the command along with their e-mail. Once it has been dealt with, they will be able to delete the message.

If anyone can help that would be great. I will explain more in private as i do not want to give any server details away.
