Reformat the Investments & Loans Sections

I think that the Investment & Loan section should be redone. Lots of people have Requesting threads, and few have offering threads.

I think there should be 3 Sections:

- Investments - Requesting
- Loans - Requesting
- Investors/Lenders

You would post in the correct section depending on your request/offer.
Also, I think there should be an official guideline for Return on Investment amounts.

Some people say 150% ROI, which in real world terms would mean double plus 50% return, even though it's only a 50% return.
