It's not a big deal but a particular username that's not currently used I want won't allow me to have it because it was once in use? I think after a set time said usernames should be available.

Austin was the username I wanted to claim, it wasn't showing up when I tried searching the members list tab so I thought it was available... After looking at the user it appears they haven't been active since 2019 so my next question is there any policy on claiming inactive users names?

Correct. You wouldn't want to pay money for a upgrade, only to lose the account name? Also, he has more posts anyways, which also makes it unavailable.
