Remove banned members from "Notable Members" section.

If you take a look at the members who have the most reactions, you will see that some banned members are included within the list. Banned members of this site should not have the attention, or even be noticed, if they cannot follow the rules. They should be removed from the list and allow other noteworthy users to be added to the list. However, if the banned members do get unbanned then their position should not be lost, meaning that they should be back on the leader board.

Even if they are banned, and shouldn't be noticed, they still WERE notable at one point. Though a thing to counter that is that it may give the recognition after a ban, which counters my previous statement, this is sorta a grey area for it I think, but in my personal opinion, I agree that they should be removed if banned - As they're no longer notable ON-SITE.

I think this is a weird thing with xenforo where they can't delete certain users' reactions without clearing the entire site. Someone correct me if I'm wrong please.

It isn't possible for us to automagically remove people from the notable members tab if they are banned, and it really isn't something that justifies getting custom development for.
