50$/h is actually quite average for a week day at peak time. During weekend 50$/h is good for non peak, and it goes up even more on peak.
Ripping them off is telling people something that is not true. It'd be ripping off if he said 'THIS WILL TRIPLE YOUR PLAYERBASE FOR $50!'
The people chose to buy the slot, so he's completely fine.
He did sold me some hours, if you buy slots just cross fingers and hope for players to like your server, people come and go and some stay. if you decide to buy from him is not a ripoff.
