I don't know if something is on my account but I can't add rep to people.

Might be a stupid question. :\

Can't find it. The wiki looks unorganized to me.

This is all I could find, you're right, it doesn't seem to specify much:

You're new, you need more posts and more time on the forums. Then you will be able to add reputation, at least it worked for me when I first joined.

An account needs to be more than one month old to add rep.
