/report plugin -> Punishment System

Hello there, I am here to request a custom plugin for a new server I have created.

So what this plugin will basically do is under instruction punish the reported player depending on the rule that is broken, as in /report [player] <broken rule> Eg. /report Andyheck advertising

The basic command is as follows:
- /report [player] <broken rule>

Potential commands:
- /report [player] gui

Permissions:
- report.player* -> allows the user with this permission to punish anyone
- report.punishment.<broken rule> -> allows the user with this permission to use a specific punishment
- report.punishment* -> allows the user with this permission to use all punishments
- report.bypass -> disables the ability to be punished
- report.gui -> allows the opening of a gui when reporting a player

Detailed Instructions:
When a player is reported for a certain crime, there will be a sequence of punishments depending on the crime if it is repeated, Eg. /report Andyheck spam -> mute 10 minutes, /report Andyheck spam -> mute 30 minutes, etc... If a player has been reported for a certain crime, Eg. spam, I want the plugin to check if they have been reported for it and if so the plugin moves onto the next punishment. Such as, Andyheck disrespects another player and he gets warned after the first /report, he does it again except this time the plugin checks if he has been /report for this punishment before, if so it moves onto the next punishment in this case mute 30 minutes.

The extra GUI which would be a great feature to add, but also optional is when I type /report [player] gui, a GUI opens with all the available punishments with different Icons which should be able to be configured. It will work like the command above, except instead of typing the punishment it will be a easy select from a gui. The gui will need to be connected to the player and ask the same questions it does above.

I will give a detailed list of punishments/crimes and a sequence of results for each one in a word document through Skype.

I will pay maximum $70 USD for this project.

The plugin itself should be worth approximately $40 - $50 USD since it requires quite a large amount of attention and precise coding since this is to minimize moderator abuse and to reduce player abuse accusations.

If the extra GUI section is added I will increase the price by $20 - $30 USD without exceeding $70 USD.

Any suggestions to do with pricing and plugin configurations would be appreciated, I am open to suggestions and ask nicely not to flame on this thread in anyway since I need this service to be as quick and as efficient as possible.
