A lot of forums use a similar system; what they generally do is have ranks and people can give +1/+3 or -1/-3 rep, etc. This is not what I'm suggesting. What I am suggesting, however, is that we use the same representation.
Outline:
Percentages are harder to interpret. A value (+X or -X) is easier to read. Neutral reputation doesn't affect the value, unlike with percentages.

This is equivalent to Total reputation score, in details:
The difference is, we'd use this mainly instead of the percentage. The percentage can/would be listed in the Rep stats on a person's profile.
