There is already a rule, people are just scared because there is no clear guide as to what type of rep is allowed or not so people are afraid of receiving false rep that is worded in such a way it isnt removed.

Well, I got negatively repped by Tilt for absolutely no reason, lol. I never talked to him so I don't even know why, also, it's not even a valid reason, it's not like I can go around giving people neg rep because I think they are scammers...
