When a rep is removed it should be allowed to be reapplied even if its a neg cool down after one is removed (ex after a neg is removed that user cant re-neg them for like a week or something or if it's similar it won't be added ) idk its annoying problem

So if you get neg repped and it gets removed by staff they shouldn't be allowed to be re-added within a week or if it is similar neg reason from befor it wont be allowed

Basically put a cooldown on removing a negative reputation and putting it back on the same user. Users do this to bump their negative reputations on the user they just hold a long grudge to.

If I understand OP correctly, what he is trying to say:
After PersonA gives negative reputation to PersonB and staff removes it, the PersonA should not be able to give anyone or just to PersonB for specific time?

Just to person B so they cant bump their neg reputations that quickly.

Maybe it gives time for people to reflect on their reason for the rep. They could take that week to handle the situation maturely with the user.

If a rep gets removed for breaking our rules or being invalid, that user should be allowed to re-add a fixed reputation rather than implementing a needless delay which won't solve anything. If someone continues to add the same reputation to you after it's already been removed then report them and they'll be warned for abusing our rep system.
