I'm currently requesting a developer that could help me setup PermissionsEx on Factions. If it could be free because we are releasing the server in 6 hours time and I wanted to finalize the Perms for each Rank. If you could help me that would be great and will get paid within 6 days time due we are tight in financing.

Why use PermissionsEx? It's outdated, use LuckPerms instead you have a lot more options and excellent support in their discord.
