[REQUEST] Looking for custom plugin developer

Hey I am looking for a plugin developer who can make me a custom plugin

A plugin where its hooked into wildstacker and limit the amount of spawners placed in one chunk
A command to give player spawner slot so they can place more spawner in a chunk like
/spawnerstack give <player> 1
And Add a place holder which tells the amount of stacksize player has %spawner_stacksize% gets the amount of spawnerstackslot he have
Store the player data in data file or mysql

EXAMPLE If a player is on island and places a zombie spawner in a chunk he can only stack zombie spawners in up to 20 by default and if he try to add more to stack it give him error message. and if he can plac e multiple types in a chunk like Zombie Pig Cow etc
