From talking to other developers it does require a high level of maths as the plugin is quite complex in some areas.
I'm very flexible on budget and time.

Most of the particles stuff requires some good trigonometry and a little bit of physics to understand a three dimensional coordinate plane and of course vectors, I don't know if calculus is really that needed but I am guessing if you have taken all of those course you must be pretty damn good anyways.

Yeah I did trigonometry and physics a few years ago.
