Requesting: Global Enchanting Plugin (so 1.7 and 1.8 have same levels to enchant)

I just need a plugin so both 1.7 players and 1.8 players will have the enchanting levels. (When 1.8 players joins 1.7, they 1.8 players cannot make tier 3 enchants) so I need a plugin that could bypass that.

I will pay money or if you could do it for free for rep, that would be even better xD. Thanks
