Requesting Prison Cells Plugin Creation + Update Support - v.1.13.2

I run a classic (old style, non-op) Prison server on 1.13.2 through a bungee cord network. I am requesting a Prison Cells plugin that will allow my users to -

1. Rent a cell for a specific amount of time using vault/essentials economy.
2. Extend the rental time of their cell.
3. Allow users to add players to their cell and edit the permissions they give those users (nothing the owner cant do themselves in a region)
4. Use a sign to rent the cell that would enter you into a cell information + rent gui.

The plugin would utilize WorldGuard for regions but not world edit. Cells will keep their contents after the rent expires. Some important things -

1. When the rent expires World Guard region would need to reset region config for players who rented a cell and players who have been added to it.
2. Reset the flags of the region when rent expires to the original configuration of the cell before renting.
3. Allow for editing of "Cell Blocks" in config/op gui/commands to edit a whole section of cells. This would mean cells regions have a parent region called "cellblockA" - "cellblockB" that would be editable.

I manage a newly formed network but the servers are much older. The Network has over 65 unique players daily, and at most times we 15-25+ at all times. This plugin is necessary for our prison servers growth.
