Requesting Web Design and Development! [LA-Server]

Hello,

I am looking for a cheap service that will...
1) Make and Design a landing page.
2) Design a buycraft theme.
3) MOST IMPORTANT - Make and design a forum.

I am not very knowledgeable about this stuff so it would be very nice if i could just give a payment and then everything is done for me, not design and development of a site that's already made.
