Require a rank to create threads in the "Fortnite" sub-section

So recently, i've started to buy and sell fortnite accounts. In the process of doing so i've ran into multiple scams in the sub-section. I think adding this would help clear clutter, and scams.

I believe that everyone should be able to sell their Fortnite accounts. If you notice a scam, just report it to a moderator and get that user banned. There shouldn't be an issue with using a middleman since there are many free and very reputable ones out there in order to avoid being scammed.

Yep, this has been implemented based off of an earlier suggestion for the same thing.
