Require business/users to purchase the right to advertise in the shoutbox

Maybe have a $10-20 fee to allow people to advertise their services in the shoutbox, this would decrease spam advertising.

Maybe the buyers could have a special symbol by their shoutbox names and if they dont have the synbol and they advertise a chat mod could punish them.

You gain the right to advertise in SB by buying premium. Advertising in SB is not worth more money at all. People would be constantly violating this, and if it's enforced automatically through blocking on-site links, people would simply say "Selling/buying X, PM me" or similar stuff.
