I was thinking, that for some deals, like having a $200.00 server, or something like that, users can choose the mininum amount of reputation, or reactions to post on that certain thread. People below it, can view the thread, but cannot post on it. This will prevent a lot of new people from scamming others, and will make it easier and more trustworthy for people to handle deals.

I hate to be that guy, but ratings do not equate to reputation. So many random users have 500+ reactions yet they're less trusted because they rating farm whereas many users with 100 ratings are considered pretty reputable. This would just cause uproar and would divide the community in some instances, so no.
Well, I said reputation, or reactions.
I thought it was a semi-good idea, xD.

It's kind of obvious when a new user is scamming, so no need really.
+ A lot of reputable members can easily exit scam.

There is no automated way to track someone's reputation.
Unless you one of the REACTIONS=REPUTATION kids.

Reactions are not equal to reputation, and never will be.
Nor should reputation be a requirement, or people will start farming for it.
The best way to prevent being scammed by people is to check their profile for any past vouches/devouches, check some of their shop threads, and their overall recent activity. If they don't have a bunch of vouches from members that seem reputable themselves, you might not want to trust them, or should at least be careful.
We cannot completely prevent scamming without reducing freedom to a point where this place is ridiculous. Part of not getting scammed is watching out for yourself, and being careful. Once you've had it happen a few times, or hear stories from others, you should see a pattern in how scams work, and make up a set of rules for yourself to follow, so you don't get scammed.

Since october last year, I've had a set of rules I follow, and the only times I have gotten scammed since is times when I was too lazy to follow said rules. And that was still quite rare.
