Resurgence MC server help

I own a server called Resurgence MC. Issue is that I am ass at optimization and putting it together in a way that works. I really need someone to help me rebuild the server and make it more optimized. This person can also help me to run it as well if theyd like. I just really need help and none of my friends know how to either.
