Rewards while mining!? Dragon scales?

Is there a plugin that does this? I saw this on a server before, where you randomly get a dragon scale while mining (small chance) and you can collect them to get rewards such as custom armour etc in a dragon scale shop

Use EZBlocks for the commands to run while hitting a certain amount of mined blocks, get custom plugins for the command to get a dragon scale etc.

Is this plugin ezblocks have a small chance of getting an item while mining?

And is there any way to announce the server when the player gets a random item and what he gets?
