Rich Text Editor in Shoutbox + auto text formatting

I know some people may disagree with these two suggestions, but I think the first one is better then the other.

Suggestion 1:
Basically explains itself, you see a text editor above the chat message text field just like before you post a message or edit your signature. Example in the spoiler below:

Spoiler: hi

Obviously some edit functions would be removed.

Suggestion 2:
In skype or discord or lots of popular instant messaging applications when you type "*example*" your message is bolded, "_example_" italicizes and "-example-" adds a strike-through. (I don't imagine both *example* and -example- would be added together, as it's often used to show an action.)

Rich-text editing is a functionality built into our Chat addon we use however allowing people to use underlines and bolds just gets bothersome. Within 3 seconds of Samuel finding out he could use the bold BB Code in the shoutbox he created a script that made every post he made bold. Allowing people to use it will just make chat more difficult to read and be bothered with. Denied.
