Best way to resolve cases is actually making contact via phone to paypal and discussing the situation.
An exact reason you do you're research of the past history of the user or having a MM do the transaction for you.

yeah it doesn't have buyer protection , but people still chargeback. Call them up , and say the payment wasn't authorized by you.
