I would blame the parents for a kid's gambling addiction, tbh. They should be the ones preventing their kids from getting exposed to it. They, too, are largely responsible for preventing their kid seeing R rated movies at age 7, preventing them from smoking or drinking before they're 18 (after 18 they're not responsible for it anymore, and in some countries at age 16), etc etc.
It is not that difficult to use parental controls to block most gambling websites. It's not that difficult to keep track of a child's actions on a PC, then address those later.
As a kid, I've seen so many gambling sites. There were even links to gambling games using real money on some flash-game sites, back when those were hot. Yet I was never tempted. Even now, the most gambling I've ever done was buy the occasional lottery ticket. I think I've bought 2 in total, with a total value of $60, over the last 2 years. I stopped after that.
This is likely due to the way my parents raised me. I was a bit more restricted than other kids, for multiple reasons, yet at the same time more free in things that were not a problem in my parent's eyes. I still don't feel the temptation to even drink alcohol or go smoking.
Yet I've definitely got an addiction to certain types of food, one I'm only not succumbing to because I literally do not have the money to do so. So it's not like I'm a model of restraint. Food addiction is just something my parents were never worried about.
Thus they didn't address it.
TLDR: It's not the responsibility of the site for kids gambling, it's the responsibility of the parents to prevent it.
