No, you're correct, but since a very large portion of MCM users come from the US, it also affects those of us (like me) that hail from the EU or other parts of the world, since a large portion of our customers will not be able to reliably use PayPal.

I'm pretty sure this is how it works.

If you want to use yout Paypal balance, which you currently receive when payed by someone on Paypal, you have to provide identity that the Paypal account belongs to you. This stops a lot of shit in terms of complications, and will probably ease issues for Paypal.

In addition to the identity on the paypal account, you will have to own some sort of 'balance' account which I assume will function like your balance on paypal does now. It probably facilitates the whole balance on Paypal better, possibly making it easier for their support to address issues etc. I wouldn't be surprised if theres some sort of extra security on these balance accounts.

All this only applies to US customers right now, but I could see these effects taking place worldwide. Bottom line, if you're not 18 and not willing to use fake documents, get out of Paypal balance.

Everything still applies, but to hold a balance on paypal, you will be required to verify your identity using identification methods, which for me would be, driving license, passport etc. If you're 18, you can obviously do this.
