Here is what I recommend, if you are wanting to use PayPal ask your parents to get them to set up the account. Doing so they will be able to verify that they are the owners of the account. If they are not willing to do that then you could always get them to open a bank account for you. Redirect any payment to there PayPal and they can transfer it to the bank.
In my case, I have both a verified Business account and a verified Stripe account. These were set up and monitored by my parents and they are aware of the transactions from the account, that way if there are any issues they can call up PayPal and handle it with them. Have had 0 issues so far and I even have PayPal Here readers and a debit card from them.

If you mean how does PayPal know, they know because they ask for an SSN to prove your identity. They can always ask for an ID if needed as well.
