Lol Hosting companies won't do this. I can guarantee you that. The moment hosting companies start selective throttling they will lose business. Next alternative would be to host you server from Canada

No i do not believe. They would slow your home internet. in theory they just throttle your bandwidth based on the site ur accessing (to my understanding)
