Just a question though, are you using a Cloudflare SRV record?
The reason I ask is because, if so, it seems like this is blocking some legitimate requests to your server. If you ping it via https://minecraftpinger.com/ you may see it showing as offline when its not. This may also mean server lists (and other services) show your server as offline when its not.
Have you had this issue at all (it showing as offline when its not)?
