RPG Server Setup (private)

I'm looking for a complete RPG server setup.
Price range TBD (Varies by assets)

• Map
• Quests
• Dungeons
• Skills / Classes
• Weapons / Gear / ...

Required plugins are of course excluded from the price.
The project is private and locally hosted. If you have a running a small server, you could sell me some kind of license of your work.

Doesn't have to be unique.
For me, the search for offers here relatively confusing. If you already have a suitable offer, feel free to link it.

Story behind
I have two children who love to play Minecraft. However, the chat on the servers are sometimes too rough for me and I don't want them to participate in the typical gambling games.
I've bought the typical plugins like Mythic Mobs, MMO Core, etc. and tried to create such a server myself. Unfortunately, it is clearly too much work for me. It would cost me years.
If someone would be so kind and sell me a setup, I would have to translate everything, because my children don't speak English yet.
