RPG Server

I'm requesting a quote on a pretty hefty project. I have no wit about me to attempt to make this work on my own, so I need to employ the services of others.

I would like to make a server that has 'enough' to satisfy players both from myself and my husband's streams as well as our friends and their streams - along with any other player who comes along to our servers.

I'm looking along the lines of a BDO themed server, however I know this is quite impossible as of now, for there only two Black Desert Online themed plugins created, and I would have to pay a developer more money to obtain everything I desire, so therefore it's just rpg themed.
Now, onto the following that I would like the server to have:

> In game server ranks - players can buy ranks with in game money, ranks tiered up by levels. (IE: Lvl 1)

> Classes - One main skill, one buff, one or so debuffs, 5 classes in total:
- Summoner: Has the ability to summon a mob to fight by their side. Lasts until they are out of combat.
Buffs: Luck
Debuffs: Hunger
- Champion: Has the ability to knock back any enemy when using a shield - ability is called 'shield blast'.
Buffs: Absorption
Debuffs: Slowness
- Hunter: Has the ability to shoot multiple arrows at once, to hit multiple targets.
Buffs: Jump Boost
Debuffs: Weakness
- Berserker: Has the ability to throw an axe from afar at a target.
Buffs: Instant Damage
Debuffs: Bad Luck
- Cleric: Has the ability to heal self and party for 4 hearts.
Buffs: Speed
Debuffs: Glowing
- Assassin: Has the ability to appear behind enemies in an instant.
Buffs: Night Vision
Debuffs: Hunger

> Jobs in game for money
> Quests, some daily, some weekly, and some that can only be done once.
> NPC's to click for stores, auction houses, ect.
> Banknotes
> Crates (Vote Crate, Mob Crate, Rare Crate, Epic Crate)
> Something related to drop mob keys for the mob crate.
> SellWand
> SavageFactions
> Installation of OTG and the Dregora Map
> Daily Rewards
> Mystery seller of some sort
> PlayerSkills
> McMMO
> Banks
> Player kits
> Scoreboard
> Custom Messages
> Custom Sounds
> World bosses that spawn every hour at certain locations
