First of all, I did not quit on you for recruiting. Something came up in my life and I couldn't commit. Secondly, does it matter if you deleted the server anyways? Lastly, I never complained. I suggested.

If you want to run a successful server, here's what you're gonna need to fix.

Make yourself reputable.
So far I'm looking at your profile and I see 2 negative and 1 neutral reputation but no positive which from firsthand makes you look like a vert sketchy guy. And from your reputation, it seems that you enjoy wasting peoples time with "money" you don't have. Which also can be included in the immaturity category. And since you keep backing out of "deals" are you sure you're not going to back out on server ownership?

Also, may I just say there is a server called "RubyPvP" which also happens to be an HCF server. Just a heads up.

Budget.
As a server owner, you want to have a decently wide budget, or if you're sharing ownership with another person you are expected to have money. Around 100-150 (if you're looking for a secondary owner with money.) If you are not you should at the very least have 1,000-2,000. Half will need to into advertisement and the rest should go the development.

Considering you are owning a server off of 3 dollars, how do you expect to get a good HCF core.

This better not include your HCF core.

Please, god don't say you're running off of donations. So many use that excuse and then later they realize that they made no money in the first place and their 2 dollar host shuts off and they go around asking for donations from staff. (I have experience lol.)
