Those are there to make it easier to see which parts of the rules are tied together in a overall view instead of needing to read the numbers.
pretty sure your "ocd" can live with it

You want the sub-rules indented more?
We can do that...

But we cannot simply remove all of the sub-rules. They are there for clarification and extension of the 'main' rules.
Removing them would remove a lot of clarification and restrictions which are necessary for the site to function properly.
Flattening them with everything else, would, in my opinion, make it harder to pick out where a the extensions/explanations of the above rule ends, and a new rule starts.

If it is made to look like that, there'll be an endless wall of text behind each one explaining each sub rule.
Because without the sub rules, we'll get annoying little bastards whining that things aren't explained in detail, and that they didn't know that "do not shoot yourself in the foot" was part of "be careful with guns".

dont worry, its not an example, you're free to mutilate yourself with fully functional firearms, as long as you accept that nobody else is in any way liable for your own actions.

The weird indentation is because those are sub-rules to regular rules, it's by design.
