scammer report rejected

I've recently submited a scammer report in "Scam Reports", it was rejected because "Unfortunately, your recent report has been rejected: Member 'CreateDuppod' - If you suspect a user of scamming please open a scam report."
WTF is that???
Isn't it what I've done?
Please can someone explain?

I've received an answer from support.
It seems it was rejected (in fact queued at the end, not closed) because I didn't report the user with the report option in his profile.
Then only after that you can post a scammer report.

If you have been scammed you need to open a scam report instead of just reporting the user through the report button.
