I've wanted to make something like this for a while, but is it worth it? I currently use ShareX on my dedicated server to host my own screenshots. Please give me some feedback, because I don't know if this is worth my time or not.

It would be a paid service. That would require a bit of personal info, but otherwise I did not think about that entirely. I should be OK but any rules breakings would result in an IP ban.

Are you prepared to scan every single file to make sure it's not illegal?
You have no legal obligation to actively moderate the content that others post on your website, at least under US law. You do, however, have an obligation to remove infringing/illegal content when made aware of it.

You are correct, however there are specific requirements to be classified under that regulation. I am not a lawyer, consult a lawyer.

Not really, no.[1] Copyright law in particular has requirements for falling under the safe harbour provisions, the handling of illegal content doesn't. I would be interested in hearing if you have a source for that. Your obligations, as far as I know, are to respond to valid court orders and to well formed DMCA takedown requests.
