Searching for someone to develop a hosting dashboard

Hello MCM! I am searching for someone to develop a dashboard for a hosting company.

It needs these features;

Billing system;
  1. Pay as you go system (Basically so people get billed hourly and not monthly, if there is no available funds in the account to bill it, the service needs to be suspended.)
  2. Being able to put funds in the account, etc 5$, 10$, 15$ and etc.
  3. Able to add payment gateways like PayPal and Stripe.
Server creator;
  1. Pick a service from different variants
  2. Pick a version
  3. Pick a location
  4. Select the package
Dashboard;
  1. Console inbuilt, so people can use their service.
  2. File manager.
  3. Subuser system.
  4. Able to resize the current package.
  5. Settings page, so people can change their email, password, etc.
  6. Admin page for admins.
  7. Support system for supporters so they can access servers and help the customers.
I would like to know a price and how long it would take to make this :D

Why not just use WHMCS?

Over 10-15k € if not even more.
Everything from making what you need to testing everything and troubleshooting. Your deadline and and let's not forget security.
I use to work as a supportor for a Danish Minecraft Server company. They had all this made and they had 2 dev hired and is still hired today. To only work on whats going on behind the scenes!

And if you find someone who will do it cheap, yeah. Good luck getting something great, it can be done. But there is a reason why most new and even old popular stay using something that already works.
Only the OG's have started getting custom stuff made, and phew. Not cheap, even some of their websites. Like GGservers, Mcpro and bisecth. Their sites was like 1.000-6000 € because of just the functions.
I managed to find the guy who did ggservers and many others. And it's not cheap: link to him



You could find some open source stuff and hire someone to build on top of that. But that is still pricey.
