Generally people buy BTC at a rate lower than paypal. i.e 10$ BTC for 9$ Paypal. Since the idea is BTC can go up/or down where as 9$ paypal stays 9$ paypal.

That's why people sell BTC at higher rates and sell at lower rates/ 1:1 I wrong? I'm just guessing.
