Vouch copies are supposed to be used for new members who want to gain reputation quickly. By stating this:

"Even know I have a decent ammount of Reputation I will be giving away 0/3 Vouch Copies"

The use of reputation here would fall under using reputation as currency, since you already have 13 reputation. I'd also recommend removing all the false reputation you've given out when people here are just saying what I am saying.

He means even though he has reputations, he's going to be giving away vouch copies. Basically, he doesn't need to do vouch copies due to him having rep, but he's going to anyway.

If you keep on doing vouch copies even when it is not needed, to the point where you've gotten over 10 or 20 or even 50 rep, you're basically using reputation as a currency.

No, vouch copies are different than reputation. Unless he's privately messaging people saying, "Hey, leave that vouch copy in the form of a positive rep" or "Hey, leave that vouch copy in the form of a reputation", sure, but otherwise, no.

Allowing people to get work for vouch copies IS allowed but users must privately message the thread creator, nowhere in the rules does it say, "once you pass x amount of rep, you cannot do vouch copies!"

When he says "Even though I have a decent amount of reputation" it makes me think that he's talking about vc's in the terms of reputation.
