Look around the market, you'll find some that sell for that cheap.

That also means that this server is most probably one of those ones that has been through the this specific arabic server(I think its name is like !!), which bots servers and dm advertises new joins using a dm bot. I ran into an issue with them a while back when they tried doing that to my server.
