I don't think it's possible to recharge them.
I believe these can be used anywhere that a visa gift card is allowed.

On the back on the cards they say "Non Reloadable", so I would guess they aren't able to be reloaded in any way.
Sold a $25 Visa card for $27.50 PayPal. In the works of making a deal of $300 Visa (split in 4 cards) for $120 BTC and $185 PayPal.
There's an activation fee haha. If you're going to speak you might want to check facts. Plus some people would rather buy online then go drive to a store.
"$25 Visa card for $27.50 PayPal", the activation fee when I bought mine was $2.95. That means I can buy it from a reputable dealer for $0.45 more, which is about nothing. Maybe you should "check facts" before you call people out.
