Dedicated, is one machine to you. A datacentre will own many machines, they will give you a machine that you can control, semi dedicated, you get more resources than shared hosting, but more privacy. You are also share the same machine as someone. So what they or you do affects other people on that machine.
The difference is there is no such thing as "semi dedicated" a VPS (AKA Virtual Dedicated server) is 100% virtual hardware. Its a self contained contradiction. It cannot be shared and dedicated at the same time and this industry is so full of people who really need to learn that a dedicated server is raw physical hardware. By standard there is no in between. I see sites offering "semi Dedicated" servers and I laugh because there is no such thing.
Thats why the industry calls them Virtual Private Servers, not Virtual Dedicated Servers.

So what I am getting about this it is a vps I am confused.
semi-dedicated is a buzzword thought up most likely by some marketing team who don't know how servers work.
What you are probably getting is a VPS with some dedicated allocations such as cpu cores, memory or hard disks which are not shared. Whilst the main components of the machine are.
