Semi Vanilla Survival Setup [1.15.X]

We are looking for a semi vanilla survival setup.

Budget: ~$30 (can go higher if needed, however preferred less)

Requirements:
- Spawn area pre-built (islands preferable)
- Anti grief (golden shovel heavily preferred, however we can add it if needed)
- Donator Ranks (6 preferable, however if not we can chop and change)
- Staff Ranks
- Vote Ranks / Rewards
- Crates (using keys preferable, we can setup the rewards if need be)
- Shop district (world is protected, and players can claim an X by X area to build a shop)

Nice to have (not needed at all):
- Vote Party setup
- Noob friendly rank plugin

Notes:
We have a custom player shop plugin, and do not require a shop plugin. If there is a shop plugin please let us know so we can change it out for ours. If yours doesn't match the requirements, please still let me know as we can always change your setup! Just looking for something to work from: and if yours happens to meet all of them happy days.
