Hi, on a Competitor site i have been on for a while, i have seen their Vouch/Rep system work 100% fine with no issues, heres how it works.

Seperating Reputation from Vouches.
What do i mean?
Reputation - How anyone has a positive or negative outlook on you as a person, can be given Neg or pos only and serve as a number on the side of your profile, these do not represent deals but can if a deal went smoothly.

Vouches - Serve as points representing deals made, for every deal a user vouches another user and is required to use the thread link of the deal.

There are no plans to split the system up like this, I don't think that'll fix any of the issues that we have unfortunately, it'll just complicate things further. The reason a sytem like this likely works on a competitor site is that it is significantly smaller and easier to moderate, with just a few reputation given each day rather than the thousands we have a month.
