$10k is too high for a playerbase of 50-100 might want to lower that
Honestly, for what you want to do you'll only need $2.5k maximum, and even then it's overkill. If you want to use your $10k you need to start a server from the ground up, the player base doesn't matter since you can easily advertise and get 500 players in 1 day with that budget.
Find a great idea, a big project that has never been done before in minecraft and simply do it.
