So say I wanted to host a server on my pc or a pc in my home, on my network.

How would I add an extra layer/external ip that people would connect to?

Easier way to understand:

Player's Network -> External IP -> My Domain -> My Network

Setting up a server for an external IP could be done with a VPS, but that would cost, so unless you have a large server, you are far better off with using a hosting company. Hosting a server on your home network isnt a great idea, unless you have an amazing connection.

I have a good enough ISP to run the server, I just want to know how to set up the external ip.[DOUBLEPOST=1466978273][/DOUBLEPOST]
If you wanted to run it from your computer without an external IP (free) I'd suggest port-forwarding your internet and then going to command prompt, typing "ipconfig" and give your IPv4 address.
I already have that set up, and my domain pointing towards my ip, but I want to know how to set an external ip that it points to, and then that external ip points to my normal ip.
