How do I make my own server running off my own computer. I Want to be able to add plugins and such.

Honestly your best bet would be to use mcprohosting or hosthorde as they are both cheap and reliable with plugin compatability

Being honest, If the server is Just for you, There is some great tutorials out there on Youtube showing you how to download the files etc.
If the server is for more than Just you, You would be much better off with going with a Hosting company.
Running the server off your PC will not only mean you will need to give out your Home IP, but will put stress on both your PC and your Internet.

From Home Hosting or from a Hosting Company?

Both are possible.
If you're wanting to Home Host, you will need to download the files start the server up then port forward (25565) which is the default MC port, providing there are no other Issues, Just give your friend your IP (Just google "whats my ip" to find it) And you should be good to go.

If you wanting to do it from a Hosting Company, then they will give you a IP/Port that you can use to connect.

If you mean just a private server and play with your friends with plugins, yes you can. There's alot of tutorials on how to make one but you'll have to portforward after which is kinda complicated.

Both bukkit and forge are different, however if you search it up on youtube, you should be able to easily find it.
