I can't pay off the server page, but I can pay in friends in family.

I would really like to buy a server...

Why don't you contact PayPal support and ask them? They would be the only ones that can tell you what went wrong.

Yes this seems to look like a card issue than a Paypal issue to me. Especially if this the first time using the card in this fashion or doing a recently "unusual" transaction patterns. As some providers will think that the card is stolen and being used fraudulently and you simply would probably need to inform them that this is indeed you.

Hey, not sure if you're still looking for help, but I had this exact problem when I was trying to buy a server as well. What I ended up doing was getting on my phone, using my own data instead of my home wifi, and the purchase went through. Not sure if it'll work for you, but it sure did for me. Good luck!
