I would use https://www.aquatis.host since its really cheap and they have active support members in discord. Klanx is the owner so if you need anything contact him via discord pms or on a support ticket .
.The difference in ping would be unnoticeable, our Canada location is only about +5ms from NY.

Ping times in the following tested countries have been seen as low as:
Germany 3ms, England 10ms, Netherlands 9ms, East America 82ms, West America 154ms.
For us, providing servers located in America does not have many benefits as recently, the network infrastructure has been very heavily upgraded to be able to provide exceptionally lower ping to our servers from the more of Europe, England and America. We use Voxility routes which have more than 9 datacenters globally which have fast network connections directly from the closest from the closest one from you to Voxility Frankfurt. This infrastructure improvement does not reduce our capacity of 1660Gbps (1.6Tbps) of DDoS Protection that we offer.
In addition to this, we use more routes such as DE-CiX which provides a direct fibre line straight to New York and other locations with capabilities of 37.7Tbit throughout the network as a whole. This allows us to offer pings to New York and surrounding places as low as 80ms for our clients, but the potential to go down to 70ms if conditions are better.
Due to how Minecraft works, ping below 40ms does not make much more of a difference due to the speed of Minecraft ticks which process information, but can still help in terms of reduced packet loss. From 40-100ms, it's still unlikely for you to experience lag at all. 100ms to 250ms is still alright and there may be the slightest noticeable lag when doing professional based intensive PvP and above 250ms is where you may then experience slight noticable delays occasionally.
We provide plenty of MySQL databases as we know that a large amount of plugins require MySQL for good functionality, especially for a network. Our team consists of developers, and others experienced with Minecraft server administration, and can assist within tickets or more quicker through Discord, where other clients can also assist if needed. If you run out of databases, we're more than happy to provide more at no cost generally.
Dedicated IPs cost us 2 euros due to the split costs of Voxility, which costs thousands monthly and offers protection that's worth the price. We also buy IPs in bulks so this is already as low as we can get a dedicated IP price although we suggest using an SRV record as they're free and in nearly all cases work about 100% of the time when properly configured.
We use Pterodactyl panel, both as it's open source which allows us to implement cool features and change things to improve user experience and as it utilizes Docker which is a container virtualization system which all servers run in. This keeps them extremely secure as it stops an attacker cannot upload malicious plugins to then go round your files and does not affect performance. Our Pterodactyl panel is also themed nicely to be nicer on the eye.
For an OP Prison server, this should be perfect and it is extremely unlikely for you to notice any delay in ping. Handling that style of server requires plenty of power though, especially to quickly process large amounts of block changes, special enchantments and you would want the server to be protected from DDoS attacks to prevent it getting taken down that way.
