Server Idea (Paying for insight)

Hey guys,

My buddy and I are looking to create our own server. We're not sure if we want to do a custom factions, custom prison, or a dungeons gamemode server. We're looking for something that will be able to get us players at a nice price, and not really caring much for profitability; more or so, we're looking build a fun server and community.

Which of these games would be the easiest to advertise requiring not a lot of money?

Dungeons would probably be the most expensive just because it sounds a lot more custom. Prisons I don’t really have experience with creating but I assume all builds added up would be costly, and with factions if you don’t have a bunch of custom features then you probably won’t be successful. Out of prisons and factions, I would say prisons would be cheaper if you went non exclusive.
